[Templates] installing latest TT2 on Windows using PPM4

Not sure this is what you need, but I got help in the same situation a
couple years ago from:

Thats as easy as you recalled ...:
1. Start <ppm>
2. Add the U Winnipeg archiv as new repository (<rep add UWinni
http://theoryx5.uwinnipeg.ca/ppms/>)
3. Search for <template> with <search template>
4.) Install Template-Toolkit with <Template-Toolkit>
That's all...
