[Templates] Problems with a block

I am getting:
File error - a_comment not found
When I try to PROCESS a_comment, which is later defined within a BLOCK
in the same file.

Interesting thing is that this error only occurs on the command line,
but not in a cgi using the same template.  Is there a setting to control
if BLOCKS are processable?
